Overview

The written assignments will present you with a scenario that has legal implications and ask you to identify the legal issues involved and make recommendations as to how to best handle the situation. The written assignments may be turned in at any time between the time the unit begins and the deadline for that unit. Read the scenario below and answer the questions that follow. Submit your answers in the form of a Word or PDF file.
Instructions

This assignment has two parts (please combine both parts into one Word document to be submitted):
Part I:

Congress has just passed the Accounting Accountability Act for Accountants (AAAA). This fictional statute calls for the creation of the Accounting Accountability Act for Accountants Agency (AAAAA), a new federal agency to make rule to regulate the accounting industry. You have been assigned by the President to be the special task force that develops the framework for this new agency. You get to choose what type of agency this will be, what type of rule-making process will be used, and also write the very first AAAAA rule. Write 1-2 pages describing what type of agency you think AAAAA should be, and what the consequences of that choice are. Also discuss which type of rule-making process you think AAAAA should follow. Finally, come up with a terrific new rule to regulate the accounting industry and give us a step-by-step guide to how this rule will become a final law.
Part II:

Time for some real-world agency rule-making experience. In our lessons, we learned about some of the regulatory activities of the FDA, CFPB, EPA, and FTC. Now, I want you to go find an actual proposed rule from one of these agencies and comment on it. To do this, you need to check out the Federal Register, the governments daily newspaper, and locate proposed rules that are open for comment. Its not hard, so Ill leave it to you to figure out how to do it.
Find one rule from one of the agencies listed above thats open for comment and then comment on it using the governments comment submission system.
Write something thoughtful and actually useful and then include in your assignment
(i) a link to the proposed rule in the Federal Register,
(ii) the summary of the proposed rule from the Federal Register,
(iii) the text of your comment, and (iv) the identification number of your comment. Here are some helpful tips about writing good comments:
